  يُقصد ب‍ "المشاريع الإنمائية الرئيسية" عمليات استثمار رأس المال العام و/أو الخاص، الوطني أو الدولي، بغية إنشاء البنية التحتية المادية لمنطقة معينة أو تحسينها، أو تحويل الأنشطة الإنتاجية، مما يترتب عليه تغيير في استغلال الأرض وحقوق ملكيتها، على الأجل الطويل، أو الاستغلال الواسع النطاق للموارد الطبيعية، بما فيها الموارد الجوفية، أو بناء مراكز حضرية ومنشآت للصناعات التحويلية و/أو التعدين أو مصانع الطاقة أو المنشآت المنجمية أو مصانع التكرير، أو مشاريع التنمية السياحية، أو الموانئ أو القواعد العسكرية وما شابه ذلك.
