  وإذا كانت السنوات المنقضية على توقف الأعمال العسكرية كافية لجعل اللبنانيين ينطلقون في ورشة شاملة لإعادة بناء وطنهم ومجتمعهم، آملين وعاملين على حل مشكلاتهم وتحسين مستوى معيشتهم بأسرع ما يمكن، وإذا كان لا يجوز أن تلقى تبعة كل المشكلات التي يواجهها اللبنانيون اليوم على سنوات الحرب متغاضين عن الاختلالات البنيوية التي ساهمت في تفجيرها واستمرارها، فإن إغفال الآثار السلبية العميقة لهذه السنوات الصعبة بعيد بدوره عن الموضوعية، ذلك أن معالجة مفاعيلها الاقتصادية والاجتماعية والنفسية، أمر أكثر تعقيدا من وقف الأعمال العسكرية ويحتاج إلى مدى زمني أطول.
