  (ب) المواد الفنية: تقديم المشورة لبعثات حفظ السلام بشأن إنشاء مؤسسات الشرطة المحلية وبناء قدراتها؛ وتقديم إحاطات إعلامية للدول الأعضاء تتعلق بالتحديد بالبعثات والشرطة؛ وإعداد و/أو تنقيح إجراءات التشغيل الموحدة للبعثات والتوجيهات المقدمة إلى مفوضي الشرطة وقواعد الاشتباك التي تطبقها الشرطة المدنية ووحدات الشرطة المشكلة؛ ووضع سياسات وإجراءات عامة فيما يتعلق بتنمية مؤسسات وقدرات الشرطة المحلية؛ وتوزيع المبادئ التوجيهية المنقحة للمساعدة على الاختيار على كل الدول الأعضاء؛ وتوزيع المبادئ التوجيهية المتعلقة بنشر الشرطة المدنية ووحدات الشرطة المشكلة على كل الدول الأعضاء؛ والتخطيط للعمليات الحالية والمحتملة وتحليلها؛ وإعداد دليل للتخطيط لتقييم قدرة مؤسسات الشرطة المحلية؛ والقيام بزيارات قبل النشر إلى الدول الأعضاء لتقديم المشورة فيما يتعلق باحتياجات الشرطة المدنية، وكذا الاحتياجات من القدرات والموارد؛ وزيارات للمساعدة على الانتقاء إلى الدول الأعضاء لمساعدتها في الاختيار، بما في ذلك إجراء المقابلات على أساس المهارات لضباط الشرطة المؤهلين بشكل مناسب.
