Sealed packets containing less than 10 ml of a packing group II or III flammable liquid absorbed into a solid material are not subject to these Regulations provided there is no free liquid in the packet.

Sealed packets and articles containing less than 10 ml of an environmentally hazardous liquid, absorbed into a solid material but with no free liquid in the packet or article, or containing less than 10 g of an environmentally hazardous solid, are not subject to these Regulations.
ولا تخضع لهذه اللائحة الرزم والمواد المختومة التي تحتوي على أقل من 10 مل من سائل خطر بيئياً، ممتص في مادة صلبة ولكن بدون وجود سائل حر في الرزمة أو المادة، أو تحتوي على أقل من 10 غم من مادة صلبة خطرة بيئياً.

(b) For liquids, absorbent material in sufficient quantity to absorb the entire contents should be placed between the primary receptacle(s) and the secondary packaging so that, during transport, any release or leak of a liquid substance will not reach the outer packaging and will not compromise the integrity of the cushioning material;
(ب) فيما يخص السوائل، يجب وضع مادة ماصة بكمية تكفي لامتصاص كامل المحتويات بين الوعاء الأولي (الأوعية الأولية) والعبوة الثانية بحيث لا يبلغ أي انطلاق أو تسرب للمادة السائلة، أثناء النقل، العبوة الخارجية ولا يلحق ضرراً بمادة التبطين؛

"(d) If there is any doubt as to whether or not residual liquid may be present in the primary receptacle during transport then a packaging suitable for liquids, including absorbent materials, shall be used.
