Among others, the following matters are within the exclusive competence of the National Congress: to issue decisions on treaties, agreements, or international acts which imply burdens or onerous commitments on the national patrimony; to authorize the President to declare war or make peace; to approve the establishment of a “state of defence” and federal interventions; to authorize the declaration of a state of siege, or to suspend any of these measures; to stay acts of the executive branch that exceed the reglamentary authority or the limits of the legislative delegation of powers; to examine the accounts rendered by the President; to supervise and control the acts of the executive branch; to preserve its legislative jurisdiction vis-à-vis the normative prerogatives of the other branches.
وتدخل الأمور التالية، في جملة أمور، في صلاحيات الكونغرس الوطني وحده: البت في أمر المعاهدات والاتفاقات والصكوك الدولية التي قد تنطوي على فرض أعباء أو التزامات يتحملها الوطن؛ والإذن لرئيس الجمهورية بإعلان الحرب أو عقد السلم؛ والموافقة على إعلان "حالة الدفاع" وحالات تدخل السلطات الفيدرالية؛ والإذن بإعلان حالة الحصار، أو وقف العمل بأي من هذه التدابير ووقف تصرفات الهيئة التنفيذية التي تتجاوز صلاحياتها المعتادة أو تتعدى حدود التفويض التشريعي الممنوح لها، والبت فيما يقدمه رئيس الجمهورية من حسابات؛ وفحص تصرفات الهيئة التنفيذية ومراقبتها؛ وصون اختصاصها التشريعي إزاء سلطة الهيئتين الأخريين في تحديد المعايير.
