ولا ينبغي العدول عن الهدف من فرض القيود، بتصدير أشكال غير مرخص بتصديرها زعما بأنها منتجات جاهزة الصنع، وان كانت تمثل في حقيقة الأمر أشكالا خاما أو أشكالا نصف مصنّعة.
