The proposal envisages a regime based on credible nuclear deterrence at the minimum possible level, including non-induction of anti-ballistic missiles and submarine-launched ballistic missiles in the region, as well as measures for confidence-building, conventional arms restraint and removal of the underlying causes of tension and conflict, in particular the long-standing Kashmir dispute.
ويتوخى الاقتراح وضع نظام قائم على ردع نووي يمكن الركون إليه ويكون في أدنى مستوى ممكن ويشمل عدم إدخال قذائف مضادة للقذائف التسيارية وقذائف تسيارية تُطلق من الغواصات، إلى المنطقة، ويتوخي أيضا اتخاذ تدابير لبناء الثقة وفرض قيود على الأسلحة التقليدية وإزالة أسباب التوتر والصراع من جذورها، ولا سيما النـزاع الطويل الأمد حول كشمير.
