• Hamad bin Khalifa Al-Thani, the Emir of Qatar, addressed the conferees at the opening of the special session in Doha on 10 December, urging them to be careful and not to forget that their prime cause was the Al-Aksa Mosque in Palestine and also the Palestinian State.
  وفي هذا الصدد، أدلى حضرة صاحب السمو الشيخ حمد بن خليفة آل ثاني، أمير دولة قطر، بكلمة قيمة في الجلسة الافتتاحية للدورة العاشرة الطارئة لوزراء خارجية الدول الأعضاء في منظمة المؤتمر الإسلامي حول الأوضاع الخطيرة في الأراضي الفلسطينية المحتلة، التي عقدت في الدوحة بتاريخ 10 كانون الأول/ديسمبر الحالي، خاطب فيها قادة دول وشعوب الأمة الإسلامية وقال:
• In keeping with the section of the Charter of National Reconciliation (the Taif Agreement) entitled “Reinstating the sovereignty of the Lebanese State over the entire Lebanese Land” and in compliance with the contents thereof, affirming the need for Palestinians to respect the authority of the State and to comply with its laws, and rejecting resettlement and supporting the right of return for Palestinians, the conferees agreed on the following:
  انطلاقا من وثيقة الوفاق الوطني (اتفاق الطائف) وما نصت عليه تحت عنوان ”بسط سيادة الدولة اللبنانية على كل الأراضي اللبنانية“، والتزاما لمضمونها، وبعد تأكيد ضرورة احترام الفلسطينيين لسلطة الدولة والتزام قوانينها وعلى رفض التوطين ودعم حق العودة للفلسطينيين، اتفق المجتمعون على ما يأتي:
• • Based on the decision of the Council of Ministers with respect to the issue of Palestinian refugees in Lebanon and in compliance therewith, to disarm Palestinians outside the camps within a six-month period and to deal with the problem of arms inside the camps, while stressing the responsibility and commitment of the Lebanese State to protect the Palestinian camps from any aggression, the conferees committed to concrete action to implement the above and supported the Government's efforts to do so through means of dialogue.
  • بناء على قرار مجلس الوزراء في موضوع معالجة قضايا اللاجئين الفلسطينيين في لبنان والالتزام به لجهة إنهاء وجود السلاح الفلسطيني خارج المخيمات في مهلة ستة أشهر، ومعالجة قضية السلاح داخل المخيمات مع التأكيد على مسؤولية والتزام الدولة اللبنانية حماية المخيمات الفلسطينية من أي اعتداء، التزام المجتمعين بالعمل الجدي لتنفيذ ما ورد أعلاه ودعم جهود الحكومة للتوصل إلى ذلك وعن طريق الحوار.
• In keeping with the statement in the Preamble to the Constitution that Lebanon is free, sovereign, independent and Arab in its identity and affiliation and the confirmation by the Charter of National Reconciliation (the Taif Agreement) of the special relationship between Lebanon and the Syrian Arab Republic that derives its strength from the roots of kinship, history and joint fraternal interests, and affirming the need for coordination and cooperation between the two countries in various areas to achieve the common interests of both with respect to sovereignty and independence, the conferees agreed that the development of these bonds entailed their establishment on the basis of firm and clear principles that would correct any deficiencies that have marred these relations, including:
  انطلاقا مما ورد في مقدمة الدستور لجهة أن لبنان الوطن السيد الحر المستقل عربي الهوية والانتماء وما تكرس في وثيقة الوفاق الوطني (اتفاق - الطائف) لجهة العلاقات المميزة التي تقوم بينه وبين الجمهورية العربية السورية والتي تستمد قوتها من جذور القربى والتاريخ والمصالح الأخوية المشتركة، وبعد التأكيد على ضرورة التنسيق والتعاون بين البلدين في شتى المجالات بما يحقق مصلحتهما في إطار سيادة واستقلال كل منهما، اتفق المجتمعون على أن تنمية هذه الروابط تقتضي إرساءها على قواعد ثابتة وواضحة تؤدي إلى تصحيح ما شاب هذه العلاقات من خلل، وذلك:
