• The author appealed this decision to the Upper Administrative Court (Oberverwaltungsgericht) of Münster which, on 26 September 1996, confirmed the judgment of the District Court and refused leave to appeal to the Federal Administrative Court (Bundesverwaltungsgericht). The author argues that he has therefore exhausted domestic remedies.
