Mr. Silvestre (Portugal), speaking in explanation of vote on behalf of the European Union; the candidate countries Croatia, the former Yugoslav Republic of Macedonia and Turkey; the stabilization and association process countries Albania, Bosnia and Herzegovina, Montenegro and Serbia; and, in addition, Iceland, Norway and Moldova, said that the European Union countries had voted in favour of the draft resolution in the belief that the natural resources of any territory seized by force of arms should not be used inappropriately or illegally by the occupying Power.
السيد سيلفستر (البرتغال): تحدَّث تعليلاً للتصويت نيابة عن الاتحاد الأوروبي، والبلدان المرشّحة: تركيا وجمهورية مقدونيا اليوغوسلافية السابقة وكرواتيا وبلدان عملية تحقيق الاستقرار والانتساب: ألبانيا والبوسنة والهرسك والجبل الأسود وصربيا؛ بالإضافة إلى آيسلندا ومولدوفا والنرويج، فقال إن بلدان الاتحاد الأوروبي قد صوّتت لصالح مشروع القرار إيماناً منها بأنه لا ينبغي للدولة القائمة بالاحتلال أن تستخدِم الموارد الطبيعية لأي أرض تُحتَلّ بقوة السلاح استخداماً غير مناسب أو غير قانوني.
