On 8 April, the Vice-President of the anti-corruption non-governmental organization Observatoire de lutte contre la corruption et les malversations économiques, Ernest Manirumva, was killed.
وفي 8 نيسان/أبريل قُتِل إرنست مانيرومفا نائب رئيس منظمة مكافحة الفساد غير الحكومية مرصد مكافحة الفساد والاختلاسات الاقتصادية.
The Special Rapporteur was informed that the Public Prosecutions Department decided to offer the company an out-of-court settlement because the inquiry did not furnish any evidence that any natural persons would be identified within the company who were liable to prosecution, nor that the sale in question was part of a system of methodical malversation or dubious transactions.
وقد أبلغت المقررة الخاصة بأن إدارة النيابات العامة قررت أن تعرض على الشركة تسوية خارج المحكمة لأن التحقيقات التي أجريت لم تسفر عن أية أدلة تتيح تحديد هوية أي أشخاص طبيعيين ضمن الشركة ممن يعتبرون عرضة للملاحقة القضائية، كما أن عملية البيع موضوع البحث لم تشكل جزءاً من عملية إخلال منهجي بمقتضيات الأمانة أو جزءاً من صفقات مشكوك فيها.
The non-governmental organization Observatoire de lutte contre la corruption et les malversations économiques deplored the fact that more than 51 per cent of the 2009 budget was earmarked for Government operating costs, thus taking resources away from sectors such as agriculture and social services.
وأعربت المنظمة غير الحكومية المسمّاة ”مرصد مكافحة الفساد وسوء الإدارة في المجال الاقتصادي“ عن استيائها لتخصيص ما ينيف عن 51 في المائة من ميزانية عام 2009 لتكاليف تصريف أعمال الحكومة، مما يحوّل الموارد بعيدا عن قطاعات من قبيل الزراعة والخدمات الاجتماعية.
In this connection, I welcome the statement of the Minister of Public Security at his press conference yesterday regarding the actions taken by the Government to address some of these violations, including the follow-up to the assassination of the Vice-President of the Observatoire de la lutte contre la corruption et les malversations économiques, a non-governmental organization dealing with the fight against corruption.
وفي هذا الصدد، أرحب بالبيان الذي أدلى به وزير الأمن العام في المؤتمر الصحفي الذي عقد بالأمس فيما يتعلق بالإجراءات التي اتخذتها الحكومة للتصدي لبعض هذه الانتهاكات، بما في ذلك متابعة اغتيال نائب رئيس مرصد مكافحة الفساد والاختلاس، وهي منظمة غير حكومية تتعامل مع مكافحة الفساد.
The independent expert met the representative of Human Rights Watch and various local non-governmental organizations (NGOs) working in the field of human rights, including Ligue Iteka, Association for the Protection of the Human Rights of Prisoners and Detainees (APRODH), Action des chrétiens pour l'abolition de la torture (ACAT), Organisation de lutte contre les malversations économiques (OLUCOME), the representatives of the journalists' associations and private radio stations (Radio publique africaine, Bonesha and Isanganiro), and trade unions representatives.
