Unarguably, economic sanctions imposed under resolution 1343 (2001) becloud Liberia with an undeserved stigma that, in effect, discourages the flow of much-needed international investment into the private sector to support Liberia's post-conflict reconstruction and development programmes and restricts the essential flow of energy needed to revive Liberia's economic infrastructure.
ولا جدال في أن الجزاءات الاقتصادية المفروضة بموجب القرار 1343 (2001) تدمغ ليبريا بوصمة عار لا تستحقها ولا تشجع، في واقع الأمر، على تدفق الاستثمار الدولي إلى القطاع الخاص، وهو ما تمس الحاجة إليه لدعم برامج الإعمار والتنمية في ليبريا بعد انتهاء الصراع، وتحد من تدفق الطاقة الأساسي المطلوب لإعادة تنشيط البنية الأساسية الاقتصادية في ليبريا.
It is therefore reassuring that, despite the gloom that has beclouded the United Nations disarmament machinery over past years, positive results were achieved at the Sixth Review Conference of the State Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
لذا كان من الأمور المطمئنة أنه، على الرغم من جو الكآبة المخيّم على آلية الأمم المتحدة لنزع السلاح طوال الأعوام الأخيرة، تحققت نتائج إيجابية في مؤتمر المراجعة السادس للدول الأطراف في معاهدة منع انتشار الأسلحة النووية.
