البرلمان الأفغاني حلبة تتجمع فيها مصالح إقليمية تتبناها قبائل مختلفة، كما يهيمن على النواب تفكير يتسم بالنزعات التقليدية. وأغلب هؤلاء النواب يمتلكون رؤى محلية إقليمية في جوهرها ولهذا سيكون من المستبعد أن ينطلق تفكيرهم في المستقبل من أرضية قومية شاملة. كما أن هذا الصراع السياسي الدائر داخل البرلمان سوف يتسم بطابع المواجهة المباشرة بين ذوي التفكير العلماني وأصحاب النزعات الدينية المتشددة.
