The Government is considering introducing legislation on a personal information risk management system to ensure that private corporations of certain categories periodically check the status of the personal information management.

• Collaboration: providing a virtual workspace for project management (shared calendar and task management tools that can be integrated with users' personal information management systems) and collaboration tools, integrated with the centralized content repository

In addition to the financial assistance it has provided to OCHA thus far, the Government of Japan is prepared to provide approximately $2 million this year, and it is considering an additional grant to OCHA of more than $3 million in assistance through the Trust Fund for Human Security in order to address the problems of internally displaced persons and information management.

In principle, it should not be difficult to reach international consensus on the principle that a person who manages an information system, or designates a specific information system for the receipt of data messages, even if it is a system operated by a third party, should bear the risk of loss or delay of messages that have effectively entered that system.
