The United Nations has generally been billed on an hourly basis and not-to-exceed amount, based on the complexity of the case, which it has found to be the most appropriate system of payment.

Regulatory authorities should facilitate the development of appropriate, technology-neutral payments and trade-financing systems that will promote and support the development of e-commerce and e-tourism.

The Russian Federation requested more information on the extent of such practices and the action taken to follow up on the recommendations by the Committee to ensure that such work is voluntary, and that there is an appropriate level of payment for it.

(i) The Secretary-General may, in appropriate cases, authorize payment of all or part of the assignment grant where the United Nations has not been required to pay travel expenses upon the appointment of project personnel.

Once a determination or award is certified by the Chairman of the Panel of Experts or the Panel of Arbitrators, or alternatively, an appropriate official of the Committee, payment shall be made by the bank holding the Committee account.

Any deficit that might result from the need to honour commitments made would be covered through: (a) appropriate pursuit of payment from the donor in connection with the legal terms of the officially signed agreement; (b) extrabudgetary resources as appropriate; (c) the provisions of regulation 5.08, which covers default of contributions to Other Resources, and (d) the Other Resources reserve as provided in regulation 25.06(b).

He stressed that the African Group also attached great importance to some of the other recommendations made by the Expert Meeting, including the establishment of appropriate payment systems that supported the development of e-commerce and e-tourism, the expansion of the production of physical goods and services entering into e-commerce, and the supply of adequate support services, particularly banking, insurance, transport and customs.

(i) The Secretary-General may, in appropriate cases, authorize payment of all or part of the assignment grant where the United Nations has not been required to pay travel expenses upon the appointment of a staff member regarded as internationally recruited under rule 104.7.

Paragraph 36 above describes the machinery established by the Human Rights Act 1981 for securing redress (including, in appropriate cases, the payment of compensation) to victims of unlawful discrimination. In paragraph 113, the Board recommended that the United Nations Secretariat, with a view to ensuring continuity and improvements in accountability, establish mechanisms to prepare for a full-fledged, appropriate oversight infrastructure of compensation payments after the termination of UNCC in its present structure, including in regard to accountability by recipient countries for payments made to and by them after the termination of UNCC.
