According to paragraph 1 (e) of the annex (Modalities and procedures for a clean development mechanism) of draft decision -/CMP.1 (Article 12): “Stakeholders” means the public, including individuals, groups or communities affected, or likely to be affected, by the proposed clean development mechanism project activity.” Parties have expressed divergent views on whether definitions for the terms afforestation, reforestation and forest included in draft decision -/CMP.1 (Land use, land-use change and forestry), are applicable also for afforestation and reforestation project activities under Article 12.
