Methods and means, used alone or in combination, include position abuse; hooding; prolonged sleep deprivation and loud music; violent shaking; threats, including death threats; and chilling by cold air.

In 1997, the Committee against Torture concluded that “methods [including]: (1) restraining in very painful conditions, (2) hooding under special conditions, (3) sounding of loud music for prolonged periods, (4) sleep deprivation for prolonged periods, (5) threats, including death threats, (6) violent shaking, and (7) using cold air to chill are, in the Committee's view, breaches of article 16 and also constitute torture as defined in article 1 of the Convention.

Examples of alleged violations include entry into people's homes without arrest or search warrants, detention of nationals and foreigners without judicial authority or judicial review (sometimes for extended periods of time), beatings resulting in death, beatings causing bodily harm, forced nudity and public embarrassment, sleep deprivation, prolonged squatting, and hooding and sensory deprivation.

The IACHR report further highlights that “(…) while each case must be evaluated on its own circumstances, torture or other cruel, inhuman or degrading treatment could include more subtle treatments that have nevertheless been considered sufficiently cruel, such as exposure to excessive light or noise, administration of drugs in detention or psychiatric institutions, prolonged denial of sleep, food, insufficient hygiene, or medical assistance, total isolation and sensory deprivation.”15 In accordance with international jurisprudence, the Commission also restates that acts constituting other cruel, inhuman or degrading punishment or treatment are strictly prohibited and that prolonged incommunicado detention may also constitute a form of cruel, inhuman or degrading punishment or treatment.16
