The United States Environmental Protection Agency (EPA), Occupational Health and Safety Administration (OSHA) and National Institute of Occupational Safety and Health (NIOSH) and other New York State and New York City regulatory agencies have established that only friable ACM has the potential of releasing asbestos fibers into the air and thereby posing a risk to the occupants of buildings.
