While the analysis of the report has focused on issues such as adequacy, predictability, assuredness, burden-sharing and composition of contributions, distinguishing between “core” and supplementary resources, there are broader questions that need to be addressed relating to the overall role of United Nations operational agencies and their comparative advantages vis-à-vis other channels for ODA in accessing ODA funding.
