وقررت دول البلطيق أن تكفل شمول الخرائط الملاحية الإلكترونية للطرق والموانئ الرئيسية المستخدمة في النقل البحري بحلول نهاية عام 2002، وتشديد دول الموانئ لرقابتها على الخرائط الورقية على متن السفن التي يبلغ غاطسها 11 مترا أو أكثر، وناقلات النفط التي يبلغ غاطسها 7 أمتار أو أكثر، وناقلات المواد الكيميائية وناقلات الغاز بغض النظر عن حجمها، والسفن التي تحمل شحنة من الوقود النووي المشعع(39).
