The main issues to be addressed by the meeting were: (i) possible elements of an open and transparent process of ongoing review and updating of the Toolkit; (ii) summary of two expert meetings held on Category 6 - Open burning of biomass and waste; (iii) determination of emission factors for combustion of biomass and fossil fuels in power plants, boilers, and small installations.

Themes covered during discussions in the contact group on fossil fuel-fired utility and industrial boilers, and firing installations for wood and other biomass fuels, included the need for consistency in the presentation of information, including standardized statistical units, and the possibility of moving some information to the cross-cutting section of the guidelines.
