This in itself represents an important safeguard ensuring that the legislature enacts legislation inconformity with the loftiest constitutional principles and rules laid down by Egyptian law and including the rights and freedoms set forth in the relevant international instruments.

If the Constitutional Court finds any inconformity between the constitutional order and an agreement, either the agreement will not be ratified or the legal order will be amended in order to create the space for its ratification.

Of course, the issuance of European Treasury bills wouldrequire the approval of the Bundestag, but it would be inconformity with the German Constitutional Court’s requirement thatany commitment approved by the Bundestag be limited in time andsize.

In its ruling of 23 February 1993, the Tribunal highlighted the inconformity with the Constitution of the provisions of Article 10 paragraph 1(2) of the 20 December 1990 law on the social security of farmers in that it did not count the spouse among the persons closest to an insured farmer.
