The bill of exchange related to goods shipped “on a sight draft basis” from the United States to Kuwait on 19 May 1990, which arrived damaged at the Kuwaiti port on 18 June 1990 and which as at 2 August 1990 had not been collected and were subsequently lost or destroyed as a result of the invasion.
وتتصل هذه الكمبيالة ببضائع شُحنت "على أساس الاكتفاء بالاطلاع" من الولايات المتحدة إلى الكويت في 19 أيار/مايو 1990، ولكنها وصلت إلى الميناء الكويتي تالفةً في 18 حزيران/يونيه 1990 ولم يكن قد تم استلامها حتى 2 آب/أغسطس 1990 ففُقدت بالتالي أو دُمرت نتيجةً للغزو.
In order that the sponsors' efforts should not have been in vain, however, and so that the timely issues raised in the draft might not be lost from sight, the draft resolution could be used as the basis for a concluding document for the United Nations reform event to be hosted by the Director-General in March 2008.
