The first component of this programme, strategic research, will provide developing countries and countries with economies in transition with an understanding of the changes that take place as the process of manufacturing production progresses from basic to advanced skill levels, from simple labour-intensive to complex automated industrial activities, and from low- to high-technology manufacturing.

Currently, 19 skills centres, accredited and networked (to ensure operational consistency) are in operation, distributed over the territory on the basis of social and economic criteria in relation to the following sectors: Transport, logistics, assembling, industrial automation, information and communication technologies (ICTs), wood processing, aeronautics, electricity and new materials.
