This report issued in July 1949 was introduced by then Secretary-General Trygve Lie as “a new departure in United Nations activities” and as “a precursor of the ampler efforts which, it is hoped, the international organizations concerned will be enabled to display in realization of the bold programmes of technical assistance to underdeveloped countries”.
وكان ذلك التقرير الصادر في تموز/يوليه 1949 قد قدمه الأمين العام آنذاك، تريجفي لي، باعتباره ”انطلاقة جديدة في أنشطة الأمم المتحدة“ و ”مؤشراً على الجهود الوفيرة التي يؤمل أن تتمكن المنظمات الدولية المعنية من بذلها تحقيقا للبرامج الجريئة للمساعدة التقنية المقدمة إلى البلدان المتخلفة“.
