If the Global Vulnerability Monitor’s recommendation to cutback on fossil fuels were taken seriously, the result would beslower economic growth and continued reliance on dung, cardboard,and other low-grade fuels, thereby prolonging the suffering thatresults from indoor air pollution.

Some strategies to optimize the use of energy in the production of building materials are: careful study and auditing of all kiln processes; use of low-grade fuels where possible; use of recycled materials; reduction of transportation costs by expanding the small-scale sector; use of locally available and indigenous building materials; use of solar energy or waste kiln heat in low-temperature operations, etc.

Mr. Al-Murad (Kuwait), affirming that the United Nations and its specialized agencies played a pivotal role in addressing the challenges of disarmament, said that Kuwait had proposed, and donated substantial resources for, the establishment of a bank of low-grade enriched nuclear fuel to be supervised by IAEA.
