It would be a permanent blot on humankind's conscience if these poor children were to be consigned, unnoticed and uncared for, to their miserable fate.

Those that abandoned their property left it uncared for, creating a situation dangerous to public order. That being the case, the Algerian authorities were obliged to find solutions.

Unless Governments and law enforcement agencies take the necessary steps to address trafficking in persons from both a human rights as well as a law enforcement perspective, the majority of trafficking cases will continue to go uncounted, the victims uncared for, and the traffickers unpunished.

This obligation is, or was, not fulfilled by some other Entities under obligation, such as employment offices, municipality and canton budgets for health insurance of refugees and displaced persons, invalids, civil victims of war, recruited persons, socially uncared-for persons, farmers, some private enterprises, those engaged in the black market and even some employed in institutions in the health-insurance sector who are not receiving salaries or who are on lay-off.

A gender-specific approach has been mainstreamed into some programmes targeting female heads of household, pregnant and breastfeeding mothers and into measures for monitoring, preventing and addressing situations involving domestic violence, especially violence against women (girls, adolescents and adults) and spousal abuse. Efforts are also being made to strengthen the family unit, with more attention being focused on neglected or uncared for boys and girls, as well as to ensure the payment of compensation for any violation of rights.

Social care centres (87 social care centres are active in the Federation of Bosnia and Herzegovina and 28 municipal agencies responsible for social care, and in Republika Srpska, 42 social care centres are active, together with 20 municipal agencies); Institutions for the accommodation and care for parentless children, educationally uncared-for children, and children disturbed in physical and psychological development; Institutions for adults and older persons; Institutions for the social and health care of disabled persons and other persons; Institutions for daily stays by social services users.
