Rural land includes land belonging to the State, land owned by public authorities and private individuals, unowned and provisionally owned land, and customary and State-owned land leased by the State to public authorities and private individuals.

The Colombian civil code defined the notion of unowned property, for example, archaeological objects found in excavations, as belonging to the municipality within which they were found and therefore were to be declared.
