1) We must not conceive of capacity-building as a one-way tutelary proposition.

Furthermore, the Committee recommends the reinforcement of Protection Boards and Tutelary Committees, in order to guarantee an articulated and efficient functioning of all actors involved in the implementation of the Convention.
وعلاوةً على ذلك، فإن اللجنة توصي بتعزيز مجالس الحماية ولجان الوصاية من أجل ضمان الأداء المتميز والفعال من جميع الجهات الفاعلة المشاركة في تنفيذ أحكام الاتفاقية.
The Committee reiterates its recommendation that the State party should take all necessary measures to strengthen the effectiveness of the Protection Boards and the Tutelary Committees and provide them, as well as the National Children's Trust (PANI), with adequate financial resources to enable them to fully carry out their mandate, and to strengthen its efforts to establish all Protection Boards and Tutelary Committees in all cantons and districts respectively.
وتكرر اللجنة توصيتها بأن تتخذ الدولة الطرف جميع التدابير اللازمة لتعزيز فعالية مجالس الحماية ولجان الوصاية وأن تتيح لها وكذلك للمؤسسة الوطنية للطفولة الموارد المالية الكافية لتمكينها من تنفيذ ولايتها تنفيذاً كاملاً، ولتعزيز جهودها الرامية إلى إنشاء جميع مجالس الحماية ولجان الوصاية في جميع الكانتونات والأقاليم على التوالي.
The Committee regrets however that the mandate of the Protection Boards and the Tutelary Committees has not yet been clearly regulated, as well as the fact that insufficient allocation of financial resources have hampered the Committee in the effective implementation of their mandate.
بيد أنها تعرب عن الأسف لأن ولاية مجالس الحماية ولجان الوصاية لم يجر بعد تنظيمها بوضوح وكذلك لأن عدم كفاية الموارد المالية المخصصة حالت دون تنفيذ اللجنة لولايتها بفعالية.
While recognizing the efforts made by the State party to establish a comprehensive protection system, the Committee is concerned that it is not fully functioning in accordance with its mandate under the Childhood and Adolescence Code, as neither the provisions relating to the Protection Boards nor to the Tutelary Committees have been regulated in such a way as to enable those bodies to discharge their responsibilities with sufficient flexibility.
رغم إدراك اللجنة للجهود التي تبذلها الدولة الطرف لإنشاء نظام حمايةٍ شامل، فإنها تعرب عن القلق لأن هذا النظام لا يقوم بوظائفه على الوجه التام وفق ولايته المحددة بموجب قانون الأطفال والمراهقين، ويعود ذلك إلى عدم تنظيم الأحكام المتعلقة بمجالس الحماية وبلجان الوصاية على نحوٍ يمكِّن هذه الهيئات من الاضطلاع بمسؤولياتها بقدرٍ كافٍ من المرونة.
