رغم أن السياسة الهندية ليست محصنة ضد إغراءات الطائفية، إلاأن شعب الهند وطَّن النفس على قبول الهند باعتبارها أرضاً تشتمل علىالعديد من الفوارق في الطبقات، والعقائد، والألوان، والثقافات،والقناعات، وحتى الأزياء والعادات، إلا أنها ما زالت تحتشد بكل ماتحمله من اختلافات حول إجماع ديمقراطي. ويقوم هذا الإجماع على مبدأبسيط مفاده أن كل مواطن ليس ملزماً بموافقة الآخرين في كل الأحوال،إلا حين يتصل الأمر بالقواعد الأساسية التي تحكم الكيفية التي يستطيعبها أن يختلف معهم.
In the first century B.C., for example, the Roman architect, Vitruvius, spoke out against the use of lead pipes for conveying water saying that water “conveyed in lead must be injurious, because from it white lead is obtained, and this is said to be injurious to the human system.” He also noted that “workers in lead, are of a pallid color for in casting lead, the fumes from it fixing on the different members, and daily burning them, destroy the vigor of the blood.”
ففي القرن الأول قبل الميلاد على سبيل المثال، تحدث المهندس المعماري الروماني فيتروفيوس علناً ضد استخدام أنابيب الرصاص لنقل المياه قائلاً إن المياه المنقولة عبر أنابيب الرصاص هي مؤذية على الأرجح نظراً إلى الحصول على الرصاص الأبيض منها مما يعتبر مادة تلحق أضراراً بالجهاز البشري.
