The existing system where these competencies are widely distributed is also unsatisfactory for the individual central State administration authorities, as it does not give them a comprehensive grasp of the system for the social law protection of children in connection with foster care and institutional care, it only lets them handle subtasks and deficiencies within their competence.
وهذا النظام القائم حالياً، حيث تتوزع الاختصاصات على نطاق واسع، ليس مرضياً أيضاً بالنسبة لفرادى السلطات الإدارية المركزية للدولة، فهو لا يمكنها من الإلمام بشكل شامل بقضايا الحماية الاجتماعية والقانونية للأطفال فيما يخص الحضانة والرعاية المؤسسية، ولا يسمح لها سوى بالاضطلاع بمهام فرعية ومعالجة أوجه القصور التي تندرج ضمن اختصاص كل منها.
