(d) The manual requires that consultants sign a statement of good health and of appropriate health insurance.

(e) Consultants were not required to submit a statement of good health prior to the execution of the contract (UNEP headquarters and the Regional Office for West Asia);

The Department for General Assembly and Conference Management explained that it did not require its consultants to submit statements of good health because, unlike other consultants hired in the Secretariat, its consultants provide translation services, work from home and are not required to undertake travel or report on site;

The Board noted that the files of 11 special service agreements in Myanmar, 9 in Ethiopia and 17 in the Philippines did not contain a statement of good health or the statements were dated after the work of the consultants had commenced.

The terms and conditions applied to all staff members and administrative instruction ST/AI/1999/7 on the engagement of consultants provide for a medical examination or a statement of good health prior to employment, but these do not apply to candidates for a judgeship, which is a non-staff member position.
