(d) Heavy burdens of debt-servicing;

Many developing countries are financially unable to provide needed services for their citizens because of excessively heavy debt servicing.

Due at least in part to heavy debt servicing, most of these countries under-invested in basic social services, making many of the goals set for 2000 unreachable.

It is recognized that heavy debt-servicing burdens militate against poverty alleviation and social service provision in many low-income economies.

Many of them have heavy debt-servicing obligations, measured as a percentage of their foreign exchange earnings and/or budgetary revenue.

The lack of resources and the heavy debt-servicing requirements prevented the Government from implementing a more ambitious socio-economic programme.

The budget documents show that the cost savings were relatively more heavy for administrative services, including common and joint services.

By election day, more than 22,500 personnel had been disarmed and 2,780 serviceable heavy weapons had been disabled or cantoned.

The slowdown is due to the balance of payments constraint arising from heavy foreign debt service requirements.

That will help to ease the heavy burden of debt servicing.
