Night emergencies, chronic diseases, poisoning and quarantine arrangements for diseases like leprosy were simply not attended to.

Methodological guidelines entitled “Organization and introduction of initial measures in the case of a patient (or decedent) suspected of suffering from a quarantine disease, contagious viral haemorrhagic fever, malaria or any transmissible disease of doubtful aetiology of major international significance”: Moscow University 3.4.1179-02. Approved and put into effect by the Chief Medical Officer of the Russian Federation, 6 April 2001.

The Act regulates the conditions and measures required for placement in quarantine, the diseases to which it applies, the time periods involved and the circumstances and spheres in which such measures may be taken.

Pathogenic organisms are used for scientific purposes at the Centre for the Prevention of Particularly Dangerous and Quarantinable Infectious Diseases, the Virology Research Institute and the Research Institute of Epidemiology, Microbiology and Infectious Diseases.

The Quarantine and Prevention of Disease Ordinance (chap. 141) requires doctors to notify the Director of Health of cases of diseases specified in its First Schedule.

“(a) `Quarantine applications', with respect to methyl bromide, are treatments to prevent the introduction, establishment and/or spread of quarantine pests (including diseases), or to ensure their official control, where:

Article 59 of the Law on public health of 19 May 1997 makes it obligatory for citizens suffering from tuberculosis, leprosy, AIDS, venereal diseases and quarantine infections to undergo screening and treatment if required to do so by medical organizations.

Given the clinical properties of the disease, strict quarantine measures had to be taken, the beef herd had to be immobilized and milk production eliminated in the 2,895 detected sources, which had a total of 226,181 diseased animals.

In accordance with the Intergovernmental Agreement between the Republic of Uzbekistan and the United States of America and within the framework of the programmes on cooperative threat reduction and non-proliferation of biological weapons of 5 June and 22 October 2001, American specialists from the Defense Threat Reduction Agency of the United States Department of Defense worked on enhancing the level of physical protection and biological safety at the Centre for the Prevention of Particularly Dangerous and Quarantinable Infectious Diseases and the Virology Research Institute.

(g) In the field of health protection and care, the Health Act of 1973 and its implementing regulations had already been promulgated. The Act covers drinking water standards, monitoring of food, milk and milk products, meat and fish, public baths, lavatories, burial grounds and washing facilities, communicable diseases and quarantine, public hygiene, waste collection, therapeutic medicine, mental illness, clinical establishments, nursing, pharmaceutical facilities and preparations, and midwifery.
