Systematic naming and listing of offending parties and compliance review

(a) Review of the conduct of parties to conflict, resulting in the systematic naming and listing of offending parties for grave child rights violations;

But the fact that, despite the progress on regulations and despite the political pressure of repeated denunciation and systematic naming and shaming, the reality on the ground remains very grim.

I draw attention in particular to three features of the report, which together comprise the key components of the compliance and enforcement regime: review of the conduct of parties to conflict, resulting in the systematic naming and listing of offending parties; ensuring accountability for offending parties, particularly through the imposition of concrete and targeted measures; and the establishment of a monitoring and reporting mechanism.

In dealing with the implementation of General Assembly resolution 58/180, this report will address in greater detail two issues in particular that have been examined in past reports but not treated systematically, namely, increasing the Organization's capacity to provide electoral assistance and mobilizing adequate resources.

The recommendations included explanations of the actions that were required and the basis for those actions in four areas, namely, systematic observations, research, data archiving and capacity-building.

However, when such efforts fail, alternatives must be considered, including the application of the measures outlined in paragraph 37 above, namely systematic condemnation of violations committed by armed groups and demands for compliance together with the application of targeted measures.

Upon the conclusion of her visit, the Special Rapporteur gave a press briefing in which she confirmed what had already been known as the hallmark of the Sierra Leone conflict, namely, systematic and widespread rape and sexual violence directed against women of all ages, including very young girls, individual and gang rape, sexual assault with objects and sexual slavery.

Furthermore, the panellists and some delegates expressed their hope that developing countries would continue to benefit from that assistance and identified three main areas where UNCTAD could be of particular assistance, namely systematic analysis of issues related to IIAs and development, fostering developing country negotiating capacity, and strengthening developing countries' internal institutional capacity.

Urges countries that have not already done so, to undertake both the systematic collection of geographical names and the promotion of a greater understanding among the wider public of the significance of inherited geographical names with respect to local, regional and national heritage and identity.
