It was also proposed that the competent international organizations should support capacity-building in this area of concern by the formulation of standards, development of marine environment monitoring systems, development of laboratories, management of MPAs, training, etc.

Such training covered the implementation of health strategies, standard management protocols in family health, disease prevention and control, laboratory techniques, management information systems, and total quality management.

In accordance with the General Code for Biosafety in Bacterial and Biomedical Laboratories, the Chinese Government sets out clear requirements for laboratory biosafety equipment, individual protective installations and measures, special laboratory design and construction criteria, and laboratory management systems and safety operation procedures, as well as setting out detailed regulations on the types, ranking and scope of application of laboratories.

New initiatives were taken to encourage poorly performing laboratories to introduce good management practices.

Technical assistance in solid waste management and laboratory techniques in environmental analysis were also provided.

Additional areas of concern that are being incorporated into the package relate to prevention of sexually transmitted diseases and AIDS, oncherocerciasis, water purification and sanitation, laboratory services, management of epidemics and a system of community-based nutritional surveillance.

UNDCP contributed to several aspects of ATS supply control, including: monitoring trends in the illicit manufacture and trafficking of ATS and precursors; extending drug characterization/ impurity profiling activities to focus on methamphetamine, key precursors and other ATS; assisting countries affected by the manufacture, trafficking and/or abuse of synthetic drugs, including ATS, to embark on impurity profiling activities for those drugs and their precursors; and promoting the training of personnel involved in impurity profiling, including law enforcement officers, intelligence and regulatory personnel, laboratory managers and analysts.

This would include training in diagnosis; administering and monitoring ARV therapy; ensuring sufficient medicines and other goods; and strengthening supply chains, increasing laboratory capacity, enhancing management systems and building new health facilities.

Hungary was also committed to contributing to the development of the LDCs, and had supported a project in Malawi aimed at developing regional instrumentation service support centres (ISSCs) to maintain and repair testing instruments in laboratories operating quality management systems.
