In one case relating to extrajudicial executions committed by the government of Leon Febres-Cordero, since the return to the democratic rule, the State has failed to implement the Inter-American Court's sentence on the case Benavides Cevallos against Ecuador, and those responsible for that crime, including high ranking military officials and the former president of the Republic, have not been sanctioned.

INREDH stated that international cooperation should focus on providing human rights training to local communities that can be affected by activities for the exploitation of natural resources, the establishment of observatories ('veedurias') on the actions by the criminal system and the national police, demilitarization campaigns, establishment of a Truth Commission to investigate crimes committed during the government of León Febres-Cordero, and the creation and maintenance of local human rights committees.
ذكرت المؤسسة الإقليمية لحقوق الإنسان (INREDH) أن التعاون الدولي ينبغي أن يركز على توفير التدريب في مجال حقوق الإنسان للمجتمعات المحلية التي قد تتأثر بأنشطة استغلال الموارد الطبيعية، وعلى إنشاء مراصد لمتابعة إجراءات النظام الجنائي والشرطة الوطنية، وعلى تنظيم حملات لنزع السلاح، وعلى إنشاء لجنة لتقصي الحقيقة تتولى التحقيق في الجرائم التي ارتُكبت في عهد حكومة الرئيس ليون فيبريس - كورديرو، وعلى إنشاء لجان محلية لحقوق الإنسان والإبقاء عليها(62).
