وينبغي أن تولي المصارف اهتماما خاصا للعملاء غير المقيمين، ولا تستطيع هذه المصارف أن تقلص أو أن تنفذ بشكل ناقص الإجراءات المتعلقة بتحديد هوية العميل في الحالات التي لا يستطيع فيها العميل الجديد أن يتقدم بشخصه أثناء مقابلة شخصية.

ويجب على المصارف أن تولي اهتماماً خاصاً بالزبائن غير المقيمين، ولا يمكنها أن تختصر أو لا تنفذ الإجراءات بالكامل لتحديد هوية الزبون للحالات التي لا يمكن فيها الزبون الجديد من تقديم نفسه/نفسها بالكامل أثناء المقابلة.
“It appears necessary first to make it clear that the wording of the first sentence of paragraph 3 must be interpreted in the sense that it does not constitute discrimination to tax nonresident persons differently, for practical reasons, from resident persons, as long as this does not result in more burdensome taxation for the former than for the latter.
”ويبدو أن ثمة ما يدعو أولا التوضيح أن صيغة الجملة الأولى في الفقرة 3 يجب أن تفسر بما يفيد أن إخضاع الأشخاص غير المقيمين، لضرائب تختلف عن الضرائب المفروضة على الأشخاص المقيمين لأسباب عملية، لا يشكل تمييزا، ما دام لا يؤدي إلى تحميل غير المقيمين ضرائب أكثر إرهاقا مما يتحمله المقيمون.
name and surname; permanent residence address; date and place of birth; unified citizen's number or passport number and country issuing passport for nonresident customers; name of the company the individual is employed with; description of sources of funds; sample signature; I.D. card, driver's license, passport or some other official document proving the identity (with a photograph); Information and documents (the same as for the customer) of authorized representatives; and Other - in accordance with appropriate regulations.
