The projected deficit of $5,111,900 in 2008 relates mainly to: (a) the anticipated actual vacancy rate of 23 per cent compared with the estimated budgeted vacancy rate of 26 per cent; (b) an increase in the rate of mission subsistence allowance from $102 to $142 per day for the first 30 days, and from $90 to $108 per day thereafter, effective October 2007; and (c) the accruement and payment of the Special Afghanistan Allowance for the period from 1 July to 31 December 2008.
