It is not just a matter of abstract theory to say that our Organization unfortunately continues to be caught up in the criteria of, and subscribe to, the logic of an agelong gone, despite the fact that the world order established by the Second World War has undergone serious changes, not only in terms of geopolitical structure but also because of the major changes that have taken place in inter-State relations.
