The two full-time judges could be assisted by a dedicated pool of staff members, who would receive intensive training and would be given time off to help deal with new cases and reduce backlog.

Staff need to be given time off task so that they can reflect in a meaningful and productive manner about how work is completed and where potential for improvement lies.

It is recalled that, at UNCTAD X, it was agreed that consideration should be given to writing off debt deemed unpayable.

In view of its problems, Tajikistan requested that consideration be given to writing off its arrears to peacekeeping accounts that accrued before 2000.

Staff members in the General Service category who are required to carry out regular “on-call” duties shall be given compensatory time off at the following rates:

Juveniles must be given sufficient time off so that they can attend compulsory vocational training school, with wage payments being continued during that time.

If it is necessary for an employed person to work on the day of his/her weekly rest, he/she must be given a day off during the coming week instead (art. 28).

The article further provides that employees who work on a public holiday or on the Day of National Mourning may, if they so wish, be given a day off in lieu of money.

Pursuant to staff rule 103.12, staff members in the General Service category who are required to work overtime shall be given compensatory time off or may receive additional payment in accordance with the following provisions:

* Female employees subject to providing evening service for reasons mentioned earlier and who may have children below 10 years to look after must be given time off when they invoke and justify acceptable reason (p.5), remission to p.5 of article 104.
