A proposed law on the status of Kosovo Liberation Army war martyrs, invalids, members and veterans and their family members has represented an ongoing issue of contention including among some members of the mainstream Kosovo Albanian political parties.

Secondly, health care, education and social and psychological care and services are provided for children with special needs, such as the children of prisoners of war, martyrs, juveniles and abandoned children. This includes kindergartens, social clubs for children and special care for both disabled and highly talented children. Thirdly, numerous pioneering projects have been implemented, including a centre for children's culture and science and a centre for early intervention to prevent disabilities. Fourthly, many household and families benefit from State financial assistance. In addition, working women enjoy maternity leave and social security benefits.
ولعل أبرزها الآتي: أولا، تشكيل اللجنة العليا للطفل والأسرة من الجهات الحكومية والأهلية المعنية؛ ثانيا، توفير الرعاية الصحية والتعليمية والترويحية والاجتماعية والنفسية للأطفال وذوي الاحتياجات الخاصة وأبناء الأسرى والشهداء والأحداث مجهولي الوالدين والإشراف على دور الحضانة الخاصة وإنشاء النوادي الاجتماعية للأطفال ورعاية المعوقين والمبدعين منهم؛ ثالثا، تنفيذ مشروعات رائدة في مجال الطفولة، منها “المركز العلمي” و “بيت ثقافة الطفل” و “إدارة علماء المستقبل” و “مهرجان ثقافة الطفل” و “قرية الأطفال المائية” و “مركز الكويت للتوحد” و “مركز التدخل المبكر للوقاية من الإعاقة للأطفال”؛ رابعا، تقديم المساعدات للأسر المحتاجة ومراعاة ذوي الأطفال، خاصة في مراحل التعليم وتوفير الخدمة السكانية لذوي الدخل المحدود والتوسع في مكاتب الاستشارات الأسرية لفض المنازعات بين الزوجين وتقديم التأمينات الاجتماعية للمرأة العاملة وإجازات خاصة للأمومة.
The Republic of Azerbaijan provides additional guarantees to persons especially those in need of social protection and facing difficulties with job placement (young people, girls under 20, parents, bringing up one or more children under full age, women bringing up disabled children, citizens released from prison, IDPs, war veterans, families of martyrs) through creation of new job places and specialized enterprises, as well as organization of special educational programs and other relevant measures.
وتعطي جمهورية أذربيجان ضمانات إضافية للمواطنين لا سيما ممن هم بحاجة إلى حماية اجتماعية أو من يواجهون صعوبات في الحصول على عمل (الشباب، والفتيات دون العشرين، والأبوان ممن لهم طفل أو أكثر، والمرأة التي تربي طفلا معوقا، والمساجين بعد خروجهم من السجن، والمشردين الداخليين، وضحايا الحرب، وأسر الشهداء) من خلال خلق مواطن عمل جديدة ومؤسسات متخصصة، وعن طريق تنظيم برامج تعليمية خاصة وغيرها من التدابير الخاصة.
Through the creation of additional jobs, specialized enterprises and organizations (including enterprises and organizations employing disabled persons) and through special training programmes and the adoption of other measures, the State is providing additional guarantees to categories of citizens who are particularly in need of social protection and are experiencing job placement difficulties: young people under 20 years of age, parents raising one or more minor children, women raising disabled children, persons who are less than 2 years from pensionable age, disabled persons, citizens released from serving a prison sentence, displaced persons, war veterans and shekhid (martyr) families.
ومن منطلق تهيئة وظائف إضافية، وإقامة مؤسسات متخصصة ومنظمات (بما في ذلك مؤسسات ومنظمات لتشغيل المعوقين) مع وجود برامج خاصة للتدريب، واتخاذ تدابير إضافية، يلاحظ أن الدولة تقدم مزيدا من الدعم للمواطنين الذين يحتاجون لحماية اجتماعية والذين يلاقون صعوبات في الحصول على عمل ما (المراهقون والمراهقات دون سن العشرين، والآباء الذين يتولون تربية طفل واحد أو أكثر من القصّر، والنساء اللائي يقمن بتربية أطفال معوقين، والأفراد المقرر تقاعدهم بعد عامين، والمعوقون، والخارجون حديثا من السجون، والنازحون، والمحاربون القدماء، وأسر الشهداء).
