Based on the participatory development approach, the programme is intended to strengthen local capacities and community works in such areas as income generation, support to the most vulnerable segments of the population and rehabilitation of social infrastructure (for example, feeder roads, schools, water supply systems).

On the contrary, the reconstruction process can create jobs immediately after the end of conflict, especially in labour-intensive reconstruction and public works projects, such as the refurbishment of housing, commercial infrastructure, feeder roads and water management systems, all of which are urgently needed for any reconstruction and can help jump-start the economy.

UNODC efforts in Myanmar are focused on community-based activities in basic health, including the treatment and rehabilitation of opium addicts; education; livelihoods (such as rice paddy development, tea cultivation, agricultural extension services, savings schemes, village revolving funds and food-for-work schemes); and infrastructure development (such as irrigation systems, village feeder roads and water supply systems).
وتركّز جهود مكتب الأمم المتحدة المعني بالمخدّرات والجريمة، في ميانمار، على الأنشطة التي تقوم أساسا على المجتمعات المحلية، في مجالات الرعاية الصحية الأساسية، بما في ذلك معالجة مدمني الأفيون وإعادة تأهيلهم؛ والتعليم؛ وموارد الرزق (مثلاً تنمية حقول الأرز، وزراعة الشاي، وخدمات الإرشاد الزراعي، ومخطّطات الادّخار، والصناديق القروية الدوّار رأس المال، ومخطّطات الغذاء مقابل العمل)؛ وتنمية البنى التحتية (مثلاً نظم الري، وروافد الطرق القروية، ونظم الإمداد بالمياه).
