We have made progress in tiered pricing of medicines, an approach we proposed a few years ago and which has just received a boost through the adoption of unprecedented EU legislation that seeks to prevent reimportation of reduced-price drugs into Europe and thus to encourage the pharmaceutical industry to get involved.

Economic entities must ensure compliance with the obligation to reimport the goods in question without changing their qualitative characteristics (paragraph 15 of the Regulations on the Procedure for Licensing the Export (Import) of Specific Goods (Work, Services), adopted by decision No. 27 of 10 January 1998 by the Council of Ministers).

To this end, the Government of Azerbaijan has developed comprehensive national export control legislation in line with international standards, which covers export, import, re-export, reimport and transit of items related to the proliferation of nuclear weapons and dual-use goods.

Some of the key elements of the regulatory system of the Basel Convention are prior notice and informed consent; prohibition of exports to countries which are not contracting Parties to the Convention; legal provisions for the duty to reimport; and the responsibilities of Parties involved in transboundary movements.
