Lack of mobility and access to public domain: The involuntariness of the whole process, the unexpectedness, and most often the lack of preparation for such an eventuality make it hard for women to cope.

Morocco, which at the beginning of last year suffered a deadly earthquake affecting its northern provinces, shares the grief and suffering of the peoples that were victims of that tragedy, whose scale and unexpectedness struck the entire world.

The aim of basic social protection is to promote firstly national solidarity, as reflected in its distributive nature and the fact that it is essentially funded through taxation, and secondly the welfare of individuals, families and the community through social promotion and regional development; this is achieved by gradually reducing social inequalities and regional asymmetries, preventing shortages, dysfunctions and marginalization; by organizing protection measures with beneficiaries and special protection measures for vulnerable groups; providing safeguards as to average subsistence levels and people's dignity, through measures to provide aid to individuals and families in situations which are particularly serious, whether by reason of their unexpectedness or scale or by reason of the sheer impossibility of the beneficiaries to recover or contribute financially.
