How much longer will we be victims of paralysing vetoes or the threat of vetoes that prevent this organ, supposedly entrusted with carrying out functions clearly enshrined in the United Nations Charter as regards peacekeeping and international security, from taking immediate and emergency measures? In addition to the genocide that has been committed for so many years against an oppressed and occupied people, are we now to allow regicide to occur? The paralysis of the Council with respect to the question of Palestine and the Middle East in general is manifest not only when it fails to adopt resolutions that are urgently needed, but also when it fails to act to ensure compliance with those that it has already adopted.
إلى متى سيظل مجلس الأمن متخليا عن مسؤولياته بصورة صارخة؟ وإلى متى سنظل ضحايا ممارسة حق النقض الذي يسبب الشلل، أو ضحايا التهديد باستعمال حق النقض الذي يمنع من اتخاذ تدابير فورية وطارئة في هذا الجهاز الذي يفترض أن يتولى مهام أوكلها إليه ميثاق الأمم المتحدة بوضوح، من قبيل حفظ السلام والأمن الدولي؟ وبالإضافة إلى الإبادة الجماعية التي ارتُكبت لسنوات عديدة ضد شعب مقهور ومحتل، هل سنسمح الآن بقتل المسؤول الأعلى؟ إن شلل المجلس حيال قضية فلسطين والشرق الأوسط عموما لا يظهر عندما يفشل في اتخاذ قرارات مطلوبة بإلحاح فحسب، وإنما أيضا عندما يفشل في كفالة الامتثال للقرارات التي اتخذت بالفعل.
