With industries collapsing because of constant poweroutages, unemployment soaring, and cynical politicians forcingtheir impoverished followers into ethnic and religious laagers, Nigeria’s 2011 elections are shaping up to be a perfectstorm.

فهل يتجه العالم نحو حقبة نزع سلاح سريع وحقيقي تتمثل فوائدها الصافية في تخفيف التوتر وتحقيق السلام الفعلي والثقة المتبادلة والتنمية العالمية السريعة؟ أم ستلحق بنا، كبديلٍ عن الأمن الجماعي، كوارث ربما تكون مختلفة إنما مهلكة بالقدر الذي كانت عليه كوارث حقبة ما بعد الحرب الباردة، وذلك في وقتٍ تهيمن فيه القوى العدوانية للفقر والتخلف على ثلاثة أرباع العالم، بالإضافة إلى ما تسببه من عواقب يمكن التنبؤ بها وتتخذ شكل الإرهاب، وانتشار أسلحة الدمار الشامل، وقيام جهات فاعلة ليست دولاً بزعزعة الاستقرار من خلال اتجارها غير المشروع بالأسلحة الصغيرة والأسلحة الخفيفة في بلدان نامية كثيرة وحيازتها لها، وذلك ضمن تهديدات جديدة أخرى عبر وطنية للأمن والتنمية؟
