ينص هذا البروتوكول على أن تكفل الدول الأطراف عدم وجود تجنيد قسري للقصر دون سن 18 عاما على أراضيها، ويقرر زيادة على ذلك أن تتخذ الدول الأطراف التي تسمح بالتجنيد الطوعي في قواتها المسلحة لأفراد قصّر تقل أعمارهم عن 18 عاما الخطوات اللازمة لحمايتهم، لكفالة ألا يحدث هذا التجنيد باستخدام القوة أو القسر، وأن تتخذ أيضا جميع التدابير الضرورية لكفالة ألا يشارك أي فرد من قواتها المسلحة دون سن 18 عاما مشاركة مباشرة في الأعمال القتالية.
