• In order to combat the resurgence of racism and xenophobia and the association of racial, cultural and religious factors, the Special Rapporteur reiterates his recommendation on the need to assess manifestations of racism and xenophobia accurately and to establish, to this end, within OHCHR, a permanent centre for monitoring racist phenomena, which would submit an annual report to the Human Rights Council and the General Assembly at the same time as the general report and progress report of the Special Rapporteur.
