The meaning of the words civilization and culture is verydifferent when they are used in singular and plural forms. Cultures(plural) are the modes of living embraced by various human groups,and comprise all that their members have in common: language,religion, family structures, diet, dress, and so on.
إذ أن معنى كل من تعبيري "الحضارة" و"الثقافة" في صيغتهماالمفردة يختلف تماماً عن معناهما حين يستخدمان في صيغة الجمع.فالثقافات (بصيغة الجمع) تعبر عن أساليب الحياة التي تتبناها مجموعاتمتنوعة من البشر، وتشتمل على كل ما يشترك فيه أفراد المجموعة الواحدة:مثل اللغة، والديانة، وبنية الأسرة، ونوعية الطعام والملبس، وما إلىذلك.

In addition, the Special Rapporteurs recommend that the Council remind Member States that efforts to combat defamation of religions, discrimination and incitement to religious hatred also need to be based on the link between the acknowledgment both of the singularity of each form of discrimination, its expressions and manifestations, and that of the universality of their underlying causes and of the efforts to combat them.
وبالإضافة إلى ذلك، يوصي المقرران الخاصان أن يذكّر المجلس الدول الأعضاء بأن الجهود الرامية إلى مكافحة التشهير بالأديان والتمييز والتحريض على الكراهية الدينية يجب أيضاً أن تكون قائمة على الارتباط بين التسليم بالطابع الفريد لكل شكل من أشكال التمييز وطرق الإعراب عنه وأشكاله، والطابع العام لأسبابها الدفينة وللجهود المبذولة لمكافحتها.
